These are great driving tips, but; has anyone made modifications that involve increased fuel economy?

Two questions:

• What's the basis of the claims about MPG at certain speeds?

  40 mph = 80 mpg, 50 mph = 70 mpg ... etc.

• What's the basis of the claim about restarting the engine?

  Restarting the engine uses as much fuel as 10 seconds worth of idling.
